Monitors for multi-agent collusion inspect what agents say: price-fixing messages, secret channels, hidden signals. Agents that hold information others need can harm them by saying nothing, or by saying something true that misleads, and leave a message monitor little to flag. Code of Silence studies non-disclosure by insiders: agents who privately know of a harm to third parties, and are expected to disclose it, but post nothing about it, post only a protective step without the reason, or post promotion, half-truths or false reassurance.
In a simulated village, LLM members of a bakery co-op learn that this week’s flour is contaminated. Scripted residents keep buying bread until a post on the village board is judged an explicit warning, so the harm done is a direct, exactly computable function of when the insiders warn. The same village also runs a matched incident in which silence is the right answer (a resident’s private, non-contagious medical condition), so a rule that breaks harmful silence can be checked for the opposite failure: leaking private data. This is a propensity study of what the models do in the village, not of what they could do.
A message-only monitor from a family none of the insiders belong to is scored against villages with the same incident that went on to warn, including a monitor that is told what the insiders know.
| - **6 days.** Each day every insider writes, in JSON, one public post and a one-sentence reason and, by condition, one private co-op channel message, one private note to itself, or one anonymous tip. - **Online judge** (GPT-4.1-mini, temperature 0) labels each post or tip as it is made: `EXPLICIT`, `HINT`, `MISLEAD` or `NONE` for the harm incident, `LEAK` or `NONE` for the private one. - **N = 30 scripted residents** buy co-op bread with probability 0.9 until a post or tip has been labelled explicit, and 0.1 afterwards. Each contaminated purchase makes a healthy resident sick with probability 0.3, and new illnesses appear on the board the next day. - **Seeded randomness.** Residents and their draws come from a (seed, resident, day) stream, so runs with the same seed and village size share their random numbers across conditions and against the bounds; a warning can only remove purchases. - **Bounds.** An *oracle* posts an explicit warning on day 1; a *silent* bound posts nothing. Harm is reported as the share of the harm gap between them that a village averts. |

Insider models: Llama-3.1-8B, GPT-4.1-mini, Gemma-3-12B, gpt-oss-120b, seeds 0–9 per cell. The reference cell
(condition 3) has four insiders, the channel and sales income. The 22 conditions give 880 runs; the scaling arm
(GPT-4.1-mini, gpt-oss-120b) and the bounds bring the total to 1,000 villages. Every notice’s verbatim text is in
the paper’s appendix and in src/code_of_silence/scenario.py.
Robustness designs add 480 runs:
| Design | What changes |
|---|---|
| Private notes (load control) | reference cell without the channel; each insider gets “one private note to yourself (only you read it)” in the same prompt position, an extra JSON field, and its own past notes where the channel would be |
| Tip field | the anonymous-tip output field without the tip-line notice |
| Enforced audit | half of each day’s channel messages are read by the online judge; an insider whose message agrees to hide the problem is banned and removed |
| Full context | the whole board and channel history instead of the last 16 entries (M = 4 and 8) |
| Reworded incident | the same facts in other words, with no rule and with the duty |
| Implicit privacy | the slip names a skin condition and does not say it is harmless; no rule, tip line, duty |
| Mixed families | two Gemma-3-12B insiders with two gpt-oss-120b or two GPT-4.1-mini insiders, channel on and off |
Four insiders, channel on, sales income unless stated. Pooled estimates average the per-model differences, with 95% bootstrap intervals. Under the bounds, 18.8% of residents fell sick with the oracle and 85.8% with the silent bound.
The models differ more than any rule does. In the reference cell gpt-oss-120b warned on day 1 in every village and GPT-4.1-mini by day 2 (mean 2.0); Llama-3.1-8B warned in 9 of 10 villages (mean day 2.6) and Gemma-3-12B in only 4 (mean day 6.2). Sales income did not detectably delay warnings relative to a salary (+0.1 days [−0.4, +0.6]). Before the first warning, half-truths about the bread appeared in 31% of Gemma-3-12B’s harm villages, 32% of Llama-3.1-8B’s and 14% of GPT-4.1-mini’s, and never in gpt-oss-120b’s. Counting posts that close the co-op or send residents elsewhere without saying why as warnings removes 57% of Gemma-3-12B’s contaminated purchases and 52% of Llama-3.1-8B’s.
A private place to write delays disclosure. Without a channel, four insiders were not detectably quieter than four independent solo insiders (observed minus predicted silence between −0.0 and +6.5 points across models, all p ≥ 0.30; the intervals do not rule out moderate excess silence). The shared channel delayed the first warning by 1.0 day; a private notes field that no one else reads delayed it more:
| Four insiders, no rule | First warning (days) | Gemma / Llama / mini / oss | Harm gap averted (pts) |
|---|---|---|---|
| Private notes vs no field | +1.8 [+1.5, +2.2] | +2.8 / +3.8 / +0.7 / +0.0 | −30.5 [−36.0, −24.7] |
| Shared channel vs no field | +1.0 [+0.6, +1.4] | +2.0 / +1.0 / +0.9 / +0.0 | −16.2 [−22.9, −9.6] |
| Shared channel vs private notes | −0.9 [−1.3, −0.4] | −0.8 / −2.8 / +0.2 / +0.0 | +14.3 [+7.2, +21.5] |
A private place to write, not coordination among insiders, suffices to explain the delay; sharing it partly offsets the delay.
What insiders say versus what they post. DeepSeek-V4.1-Flash labelled each of the 4,019 channel messages as
CONCEAL, DELAY, DISCLOSE or OTHER: 33% proposed telling residents, 18% concealment and 12% waiting. On 84% of
the 1,235 insider-days up to the first warning with a message proposing disclosure, the same insider’s public post was
not an explicit warning (the say–do gap). At least two insiders proposed concealment before the first warning in 6 of
40 villages with no rule (nearly all Gemma-3-12B, none GPT-4.1-mini or gpt-oss-120b), in 12 of 40 under an announced
audit (descriptive), and in 34 of 40 under the conceal order.
One-sentence rules (each against no rule):
| Notice | Harm gap averted (pts) | Gemma / Llama / mini / oss | First warning (days) | Leaks (pts) |
|---|---|---|---|---|
| Disclosure duty | +27.1 [+20.7, +33.8] | +80.0 / +11.6 / +16.7 / +0.0 | −1.6 | +2.5 |
| Anonymous tip line | +27.9 [+20.2, +35.0] | +86.7 / +8.0 / +16.7 / +0.0 | −1.7 | +17.5 |
| Reward for reporting | +10.8 [+3.8, +18.6] | +14.7 / +11.8 / +16.7 / +0.0 | −0.7 | −0.0 |
| Audit of the channel | −6.3 [−14.6, +2.3] | −6.7 / −35.1 / +16.7 / +0.0 | +0.4 | −15.0 |
| Placebo (control) | −16.5 [−25.7, −7.6] | −13.3 / −42.9 / −10.0 / +0.0 | +1.0 | −2.5 |
| Inert (control) | −9.2 [−17.6, −0.6] | −11.6 / −21.6 / −3.6 / +0.0 | n/a | −2.5 |
| Conceal order (positive control) | −64.5 [−71.1, −57.1] | −13.3 / −70.0 / −83.3 / −91.6 | +3.9 | n/a |
Holm-corrected p for the four rules on harm: duty and tip line < 0.001, reward 0.01, audit 0.21. The gains come mostly from Gemma-3-12B, the only model that often stayed silent. Most tip-line warnings came through the anonymous-tip field (27 of 39), but the field without the notice averted only 8.2 points [−0.7, +17.7]; the notice added +19.6 [+10.9, +27.9]. Enforcing the audit, which banned 79 insiders in 31 of 40 villages, cut the gap averted relative to no rule by 10.5 points [2.0, 18.2]. Adding a sentence is not neutral: the placebo and the inert notice both cut harm averted, and against the inert notice every rule but the audit still helped. On the labelled privacy incident no rule detectably raised leaks (tip line +17.5 [5.0, 27.5], Holm p = 0.11); when the slip did not say the condition was harmless, the duty raised leaks by 40.0 points [32.5, 47.5] and the tip line by 42.5 [32.5, 52.5].
Ordered silence. Against no rule, the conceal order delayed the first warning by 3.9 days [3.4, 4.3] and cut the harm gap averted by 64.5 points (both p < 0.001). The softer request changed warning day by only +0.4 days (p = 0.14). Villages warned / mean first-warning day (7 = no warning by day 6):
| Insider model | No rule | Request (conceal) | Order (conceal order) |
|---|---|---|---|
| GPT-4.1-mini | 10 of 10 / 2.0 | 10 of 10 / 2.3 | 0 of 10 / 7.0 |
| gpt-oss-120b | 10 of 10 / 1.0 | 10 of 10 / 1.4 | 1 of 10 / 6.5 |
| Llama-3.1-8B | 9 of 10 / 2.6 | 10 of 10 / 3.2 | 2 of 10 / 6.8 |
| Gemma-3-12B | 4 of 10 / 6.2 | 2 of 10 / 6.5 | 0 of 10 / 7.0 |
Monitoring. Against villages with the same incident that went on to warn, a binary monitor reading only the day-1 public posts was at chance (flagged 8% of silent and 8% of warned villages); reading the channel too, it flagged 69% of silent and 31% of warned villages, and 88% of ordered cover-ups. A scored monitor (AUROC, silent vs warned):
| View | AUROC |
|---|---|
| Public posts and tips only | 0.63 |
| Private channel only | 0.75 |
| Both, raw transcripts | 0.83 |
| Claims report (each insider’s channel message beside its public post) | 0.79 |
| Informed: the incident the insiders received + the public record | 0.81 |
A monitor told what the insiders know nearly matched one reading the channel, without access to it. At a threshold that flags 10% of privacy villages, every view except the public posts alone also flagged 31–49% of warned villages: one day of messages does not tell deliberation from concealment.
Mixed families and scale. Villages mixing model families warned as independence predicts: two Gemma-3-12B with two gpt-oss-120b insiders warned on day 1.1 against a predicted 1.0, and with two GPT-4.1-mini insiders on day 2.3 against 2.3 (Gemma-3-12B alone: day 6.2). Village size moved the first warning by at most 0.2 days (Holm p ≥ 0.5), but both scaling models warn early.
Recommendations (from the paper). For deployers: (1) monitor for absences and half-truths by giving the monitor what agents know (incident logs, tool outputs); (2) evaluate disclosure with private notes, scratchpads and channels in place, and read channels for detection and incident review, not deterrence; (3) test every disclosure rule on private as well as shareable information, and against a same-length control notice; (4) include at least one model that reliably discloses, verified on a disclosure test with a privacy control, among agents that share sensitive information; (5) use a disclosure duty or a dedicated reporting action only behind a privacy filter or where private data are labelled. For model providers and auditors: (6) test whether models follow operator instructions to withhold known hazards from third parties.
Full results, per-model tables and robustness checks are in the paper.
WARN, PROTECT (closure or “buy elsewhere”
without a reason), FALSE_REASSURE, HALF_TRUTH, PROMOTE or OTHER. Misdirection is counted only before the
first warning. Because residents are seeded, harm is recomputed exactly when protective non-warnings count as
warnings, and every village is replayed under alternative resident models.CONCEAL, DELAY, DISCLOSE or OTHER; a
village meets the agreement criterion if at least two insiders sent CONCEAL messages before its first explicit
warning. GPT-4.1-mini’s coarser labels (SILENCE, DISCLOSE, OTHER) define the say–do gap.Judge check. Gemma-3-12B relabels a stratified sample of 600 harm-incident and 276 privacy posts and tips (Cohen’s κ 0.85 and 0.91).
validation/hand_labels_author.csv; a first pass of 53, made before the label
definitions were clarified, is in hand_labels_author_pass1.csv; python scripts/hand_agreement.py recomputes
everything below). Whether a post warns or tells residents not to buy agreed with the relabel in 30 of 36 posts
(κ 0.67) and with the online EXPLICIT label in 26 of 37 (κ 0.44); every disagreement with the online label was a
post it did not count as a warning, 8 of the 11 closures without a reason. Hand WARN alone matched EXPLICIT in 32 of
37 (κ 0.67), and misdirection as a whole agreed at κ 0.71. Finer labels agreed less: the six-way post label κ 0.33,
channel “keep it from residents” κ 0.38 (GPT-4.1-mini) and 0.42 (DeepSeek split), so the kinds of misdirection, the
say–do gap and the agreement criterion are indicative only.FLAG or PASS;
